Surrogacy & IVF

IVF still remains fairly strictly regulated in Malta on certain matters, particularly when it comes to embryo freezing and testing.

IVF - In Vitro Fertilisation

  • Allow siblings to donate eggs for IVF.

  • Increase the number of fertilised eggs to 6.

  • Introduce Pre-implantation genetic testing for chromosomal structural rearrangements (PGT-SR).

    • for couples with a family history of chromosome problems

    • for those who have a history of recurrent miscarriage due to chromosomal abnormalities.

  • Ensure consistent psychological support throughout the process.

  • Ensure full IVF procedure, medication and psychological support are free.

  • Consent on the storage of IVF eggs.

    • Unless a couple opts in for their embryos to continue being stored even when they die, they are to be discarded.

      • A couple may opt-in to an agreement on whether their frozen embryos can be used for surrogacy in the event one of them dies, otherwise they are to be discarded in such an event.

    • A couple may opt-in or opt-out at any time.

      • A couple may create their agreement or change it at any time as long as there is mutual agreement.

  • Legalise altruistic surrogacy.

IUI - Intrauterine Insemination 

  • Increase accessibility to IUI (Intrauterine insemination)
